Setting the Scene - Nature, Extent and Facts of the Drug Problem

The objective on day one was to develop a better understanding of the causes, nature and extent of illicit drug use, particularly in relation to South Australia.  Speakers included the Premier, Hon Dean Brown MP, Monsignor Cappo (Chair of the Social Inclusion Board) and Keith Evans (Director, Drug Strategy and Program Branch, Department for Human Services).

The next step was to consider current policy and practice in South Australia aimed at preventing the uptake and use of drugs, reduce the damage caused by drug use and recommend future directions for the Government to consider.  A whole-of-government drugs policy framework for greater integration of the delivery of effective interventions and services across government agencies is currently being developed through the Inter-Ministerial Committee on Drugs.

The Initial Government Response is based on a socially inclusive framework, developed by the Social Inclusion Board, with the aim of reducing drug related harm within the South Australian community by building individual, family and community resilience.  Any future initiatives that come about as a direct response to the Drugs Summit recommendations will use this framework as a base.

One of the Summits' objectives was to examine and develop 'whole of community' strategies to support individuals and families, including partnership opportunities between all levels of Government and the community.  Community-based prevention and treatment programs are currently being mapped to examine how these programs contribute to increasing individuals', families' and the community's resilience to drugs.

The Way Forward: Final Recommendations (Continued)

The fifty-one recommendations are complex and multifaceted and provide the focus for new and renewed effort across government agencies in tackling drugs.  The first set of initiatives arising from the recommendations were announced by Government in December 2002 and the Social Inclusion Board are in the process of preparing a second round of initiatives.
